Kanzaki's mundane life is disrupted when his friend Mutsuki gifts him a mysterious animal-girl named Kuaru, who claims to be his servant. As Kanzaki's suppressed memories resurface, he discovers he is the Master of the Tower of Babel, an ancient structure designed to restore the lost continent of Atlantis. Amidst power struggles with his divine servants and Mutsuki's sinister manipulations, Kanzaki must navigate a global missile crisis to reclaim his destiny and prevent the world's annihilation.
Kanzaki and his companions travel to the Floating Continent of Laputa to awaken his dormant Atlantean powers and retrieve the legendary phantom silver skull. Under the guidance of the Amazon leader Estelle, Kanzaki must pass a series of provocative tests of masculinity to prove himself as the reincarnation of Krishna. Although he successfully completes the trials and claims the skull, the victory is short-lived when Mutsuki betrays him and steals the artifact, leaving Kanzaki to reflect on his strange destiny.
Kanzaki and his companions clash with Captain Mutsuki and a squad of sailor girls in a bizarre battle. To inspire the group, Kanzaki recounts his absurd and erotic endurance training on the floating island of Laputa. After the sailor girls, revealed to be kidnapped penguins, destroy the enemy fortress, they are safely returned home, only to face a grim fate during a celebratory dinner of penguin sashimi.
